So Dawn, at 18, had discovered, and then joined a small lay religious order of men and women that served the "working poor". And while it did require it, Dawn had chosen celibacy as well as a vow poverty as part of her signs of commitment to the small community which welcomed her in.
To her surprise, in just 3 short years, Dawn was looked upon as a leader by her fellows and had been sent out by the order to see if they could "plant" another community in a new city.
She had gone, on impulse, to the heart of the city, to look at the Cathedral, and the apparently vacant chapter house attached to it. To her surprise, she ran into the Bishop of the city, who recognized the "habit" of her lay-order.

It turned out that the Bishop was more than willing to by-pass all the red-tape she had feared, and invited her to come back the next day to meet with him about the detailsmembers of her order taking over moving into the chapterhouse.
"There is a great evil in this city," the Bishop said., "and not ebough of those dedicating to doing unselfish good. If your order chooses to come here, I will welcome them and aid them in every way I can."
As Dawn left the Cathedral, almost skipping down the steps, she was totally unaware that she had caught the eye of a very, very evil man. A Demon Rapist.
Dawn bought a city newspaper, and went to a cafe to sit and have a cup of Klave, and relax, before she explored the city any further, and as she read she understood why the Bishop had said that the city of 4 millions souls was "full of evil".
According to the newspaper, there has been 4 murders, 2 acts of arson, and 12 acts of brutal rape just in the last 24 hour period. 9 of the brutal rapes were being attributed to one they called the "Demon Rapists", because all 9 had been left in a coma-like state. The other 3 were "copycat" rapes, and at least 1 rapist had been caught in the very act!
Shuddered as she read more about the "Demon Rapist" who for the past 30 days had destoryed for all intents and purposes, close to 300 women. The City Guard had no clue to his idenity, did not understand how he was able to commit so many horrible acts in so many locations, in so many short a period of time.
There was true evil in the city indeed, Dawn saw. And what she wanted to do was flee. Forget all thoughts of being a part of a comunity here. But she had made commitments. To her order, to herself, and to fellow humans.
